झारखंड: राज्य से बाहर या विदेश में आपदा से मौत पर भी अनुग्रह अनुदान; सत्यापन के बाद DC करेंगे भुगतान
The Government of Jharkhand has amended its disaster relief framework to cover deaths of state residents occurring in notified disasters outside their home district, in other Indian states or even abroad. The Home, Prison & Disaster Management Department issued a cabinet-approved resolution, signed by Secretary Vipra Bhal, making the change effective immediately. Ex-gratia will be released by the Deputy Commissioner of the deceased’s home district after verification from competent authorities at the place of incident and receipt of documents such as death certificate, post-mortem and FIR, as applicable.
- Coverage includes notified events such as lightning, heavy rain/flooding, snakebite, stampede, gas leak, road accidents, drowning, mining accidents, storm and heatwave.
- DC of the home district will disburse assistance after due verification.
- Affidavit to prevent double claims; action for false information.
- If government paid the insurance premium, one benefit must be chosen; self-paid insurance does not bar ex-gratia.
Exam point: District Disaster Management Authority (DDMA), chaired by the Deputy Commissioner, processes ex‑gratia from the State Disaster Response Fund as per approved SDRF norms in Jharkhand.

झारखंड सरकार ने आपदा राहत ढांचे में संशोधन कर राज्य के निवासियों की उन मौतों पर भी अनुग्रह अनुदान का प्रावधान किया है जो अधिसूचित आपदाओं के कारण गृह ज़िले के बाहर, किसी अन्य राज्य या विदेश में होती हैं। गृह, कारा एवं आपदा प्रबंधन विभाग ने मंत्रिपरिषद से मंजूरी के बाद सचिव विप्रा भाल के हस्ताक्षर से संकल्प जारी किया है। अब घटना स्थान के सक्षम अधिकारी से सत्यापन और मृत्यु प्रमाणपत्र, पोस्टमॉर्टम, एफआईआर आदि दस्तावेज मिलने पर मृतक के मूल गृह ज़िले के उपायुक्त अनुग्रह अनुदान जारी करेंगे।
- कवरेज में वज्रपात, अतिवृष्टि/बाढ़, सर्पदंश, भगदड़, गैस रिसाव, सड़क दुर्घटना, डूबना, खनन दुर्घटना, आंधी तथा लू जैसी अधिसूचित आपदाएं शामिल।
- भुगतान मृतक के गृह ज़िले के DC द्वारा सत्यापन के बाद होगा।
- दोहरी सहायता रोकने हेतु शपथपत्र अनिवार्य; झूठे दावे पर कार्रवाई।
- सरकार द्वारा भरा गया बीमा प्रीमियम होने पर एक ही लाभ चुनना होगा; स्वयं-भरा प्रीमियम होने पर अनुग्रह अनुदान भी मिलेगा।
परीक्षा बिंदु: उपायुक्त की अध्यक्षता में जिला आपदा प्रबंधन प्राधिकरण (DDMA) SDRF मानकों के अनुसार अनुग्रह अनुदान की प्रक्रिया संचालित करता है।
